You've got them both trying to do the same emotion and fight for it when they should be working together.
Eyelids go in a horizontal flat up and down to express patience, understanding, focus, disgust, or a lack thereof any of them, where the eyebrow is for expressing anger, sadness, joy, surprise, and concern.
